Cel Shading, when used properly, can look great (see Jet Set Radio), but its not everyone's cup of tea and using it in a game is a risky business. When it was first used the general opinion was that if it should be used in anything, it should be in a cartoony racer - Wacky Races style.

Cel Damage doesn't really fit a particular genre, it is what can only be described as a drive 'em up, it's an outrageous, over-the-top weapon based war on wheels, and its damn good fun.
The idea of the game is this - Choose from 1 of the 6 default characters, pick 1 of the 3 game modes, Smack Attack (A sort of Deathmatch), Capture the Flag (duh) or Gate Rally (A race), then go out there and smash stuff up. There are weapons scattered around the arenas for you to cause as much damage as possible with, there are 36 in all and their all very different and very entertaining.
Cel Damage's characters are supposed to be part of a TV series, so each has their own storyline which you find out more about by winning races and deathmatches with them, by unlocking more characters and having to complete the game with all of them you'll find yourself with a lot to do, though it is very repetitive in single player.
Cel Damage's multiplayer is its strong point in terms of lifespan, chopping your mates in half with a giant axe or ripping them to shreds with a helicopter's cannon is brilliant fun, and there's practically no slowdown - even in 4 player. This aspect of the game will keep you coming back to it, as you'll want to try every arena and every weapon, and its all so frantic and fast paced that you wont want to give up.
Cel Damage makes great use of cel shading, its looks like a cartoon and it works perfectly, the single player lacks long lasting appeal and you'll have to buy 4 pads to get the most from the game, but it is worth it.
